Ethics, Bioethics and Veterinary Legislation

- Understand and reflect on the ethical principles that should inform the exercise of the veterinary profession.
- Knowledge of Veterinary law: legal rules governing the practice of the veterinarian.
- Study of the legal rules governing the trade and use of animals and their products.
- Knowledge of the fundamentals of forensic pathology and legal implications of the assessment of body damage and certain causes of death in animals.
- Study of veterinary legislation, applied to food and therapeutic animal, and animal experimentation.
- Assume responsibilities in expert performances.
- Resolution practice of medico-legal reports.
- Capacity building of student in teamwork and appropriate use of TIC, which will facilitate their future professional practice in areas of multidisciplinary work.
- Capacity building of the student directed to base their work on scientific principles, and to be able to update autonomously and effectively their knowledge in a lifelong learning process.

A. THEORETICAL PROGRAM


Block I - Ethics. (2 hours)

1.- Veterinary Professional Ethic: concept. Aim, sources and importance. Decalogue of Professional ethics. Veterinary ethics codes.

2.- Professional ethics. Professional secrecy. Exercise legal profession.

3.- Induction of euthanasia in animals: criteria and techniques.

Block II. Veterinary Law. (4 hours)

4.- Legal Veterinary: concept. Division and aspects of the discipline. Perspectives.

5.- Responsibility in the veterinary professional exercice. Civil and criminal liability.

6.- Expert work: expert´s reports.

7.- Protection of animals. Legislation on protection law.


Block III. Law on animal hiring. (2 hours)

8.- Animal Identification and its products. Animal review . Normalization of animal products.

9.- Veterinary intervention on shows. Doping. Substances used in the practice of doping. Rules.

10.- Commercial law. Redhibitory defects. Types of deffects in the different animal species. Forensic reports on redhibitory defects.


Block IV. Forensic pathology. (4 hours)

11.- Forensic thanatology. Diagnosis of death. Date of death. Causes of death.

12.- Forensic pathology. Characteristics of the wounds caused by firearms, blunt wounds, puncture wounds, incised wounds, sharp-puncture wounds and incised-blunt wounds.


Block V. Veterinary legislation. (4 hours)

13.- Regulation on living or biologically active products. Sperm trade.

14.- Legislation on veterinary medicines.

15.- Legislation on food safety. Regulations for food intended for humans and for animal feed.

16.- Legislation on the market and transport of animals. Outside market. Internal market: trade, transport and movement of livestock within the national territory.

17.- Animal Experimentation: General principles, ethical and legal aspects. Good Laboratory Practices (GLP's)

Ética LB. Alternative methods in animal experimentation: basic techniques in vivo and in vitro.

Ética OR1. 1.1. Search for scientific evidence through the use of different bibliographic resources (databases, books and magazines). 1.2. Management of relevant legislative information from various electronic resources (websites of administrations, agencies and public institutions).

Ética OR2. Use of official bulletins and legislative databases (OJEU, BOE, DOG) to search for European veterinary legislation, national and regional.

• In this matter, no total exemption is granted.
Based on Instruction No. 1/2017 of the General Secretariat, those students who are granted partial exemption will not have the obligation to attend the expository classes, but the obligation to attend all interactive activities (practices of laboratory and computer practices), as it is necessary to attend them in person.

• Lectures Ética: 16 hours. In them the teacher will develop the content of the theoretical program, using the didactic and audiovisual resources that he deems appropriate, and favoring the participation of the students.

• Practices Ética: LB (G1-G4), OR1 (G1-G4), OR2 (G1-G4): 13 hours, divided into 3 sessions of 4, 5 and 4 hours each. The content of this practical part will be linked and related to the theoretical part, so that learning and skills are acquired and "built" as an integrated whole. The practices will be in the laboratory LB (1 session of 4 hours) and in the computer room OR1 and OR2 (2 sessions, of 5 and 4 hours) and will work with different resources and sources of information and bibliography. Tasks and exercises will be proposed that the students will carry out. The realization of the practices is compulsory to pass the subject. There is no dispensation to practises.

• Blackboard practices Ética (PE1, PE2, PE3, PE4): 4 hours. Exhibition of the works prepared by the students in groups to the whole class. The presentation of each of the works will be followed by a time of discussion and debate. Compulsory attendance.

• Group tutoring Ética (T1, T2): 2 hours. In them the teacher will guide the students on the aspects to take into account for the realization of the different tasks (study, information search, resource management, exercise, seminars, ...). T2 will be taught in the seminar room of the Department.

• Taking exams and review: 1 hour.

• Total face-to-face hours: 35.

• Availability and resource of the USC-virtual platform.

The student's evaluation will include a continuous evaluation (which will mean 40% of the final grade) and a final exam (which will have a value of 60% of the final grade). In order to pass the course, the student must have completed the practices and achieve a minimum score on the final exam of 50% in order to add the rest of the scores.
The continuous evaluation will be made based on: 2 controls of the expository classes (one in the middle and another at the end), the works and exercises proposed in the practical classes (either carried out individually by the students or in groups), at the level of achievement (in terms of learning) in the realization and participation in waxing practices, as well as the active participation and contributions of the student in the classroom, in tutorials or in activities carried out through the virtual classroom.

The qualification of the Continuous Assessment (expository controls, practices and monographic works) will be kept for the following courses.

FINAL GRADE:

EXPOSITORY CONTROL (10%) + PRACTICES (20%) + MONOGRAPHIC WORKS-PRACTICES (10%) + FINAL EXAM (60%).

The Evaluation System for those students with partial exemption granted based on Instruction No. 1/2017 of the General Secretariat will be the same as for all students, being able to reach the maximum of 10% awarded to all students through online expository controls, or through an in-person online test with the final exam.

When the student has not passed the continuous assessment, carried out practices, or final exam, she will obtain the grade of "Not Presented".

SUMMARY. Final test, with a weighting of 60% and continuous evaluation, with a weighting of 40%

In cases of fraudulent performance of exercises or tests, the provisions of the “Regulations for evaluating student academic performance and reviewing grades” (Article 16) will apply.

The subject consists of 3 ECTS credits.
